Under the USAID-funded Irrigation Management Project, a computerized system was developed to help the Department of Irrigation, Government of Nepal, monitor and evaluate the turnover of government-managed irrigation systems to farmer management. The system, MTME, consists of a relational database, a geographic information system (GIS), and a graphical user interface (GUI). MTME is used by government personnel and managers to store, view, edit and query data related to irrigation systems and management transfer activities in a database; view a variety of thematic maps of the systems; and create and print reports, graphs, and maps of the data. The system monitors and evaluates the progress of the turnover of irrigation systems in terms of the number and location of systems turned over; the status of turnover of each individual system (including the total area turned over, the number and location of canals turned over, etc.); the area planted under each crop per season; the growth of farmer organizations; hydro-meteorological data; and economic data such as government subsidies, farmer expenditures, and agricultural incomes. Maps showing various aspects of turnover progress are available from a national scale down to the scale of the canals in a particular system. |
