Provided long- and short-term technical assistance to the Department of Irrigation in research, training, management, and institutional development. Services included developing guidelines for joint management and turnover of irrigation systems; strengthening the Research & Technology Development Branch and the Human Resource Development & Training Branch to design, conduct, manage, and evaluate their research and training programs; improving the capabilities of the System Management Branch to perform its management tasks; and improving irrigation O&M guidelines.
