We focus on applied, practical, and attainable solutions to complex domestic and international development problems. We have achieved successful results through technical assistance, training, special studies, and technology transfer, including the extensive use of information technology as an effective problem-solving tool.

CADI was founded in 1987 as a Colorado corporation by Tom S. Sheng. During our 18-year history we have successfully completed 85 assignments in Asia, the Mid-East, Latin America, the Caribbean, and the United States. Our projects have been funded by the ADB, FAO, UNDP, USAID, U.S. Forest Service, the World Bank, government agencies, and private businesses.
We excel at providing timely, quality services in a cost effective manner. With over 400 members on our interdisciplinary team, CADI is fully capable of implementing projects to produce high quality outputs. Currently, our team consists of seven core staff members with an additional 400 associates. All staff and associates have worked extensively in Asia, Latin America, the Mid-East, and the United States, offering technical services and products in irrigation and water resource management, economic and agricultural development, environmental protection and natural resource conservation, human and institution capacity building, and applied information technology.
The company is located in Fort Collins, Colorado, 65 miles (105 km) north of
Denver, along the Front Range of Colorado's Rocky Mountains. Locating CADI in
Fort Collins, an arid and sub-humid region of the United States, was no accident.
Colorado is one of the most intensively irrigated areas in the U.S. and we are
involved with real-world land and water issues on a daily basis. Additionally,
we have a close association with Colorado State University, an internationally
recognized institution in natural resource management, water resource planning,
irrigation management, and computer application development. We maintain an
extensive network of international affiliates and representatives. To better
serve our clients in Asia, we have representative offices in Nepal and Indonesia.
